Yeah, I found that interesting, too. It certainly looked like there was no need for massive rescue work on the 2nd day! But on the other hand, isn't it the disaster teams' job to determine that there WILL be a disaster, after the breach of the levee?

You are assuming bueracracy (spelling?) would in fact inspect the levee's. That also assumes they did not evacuate themselves, and left no one to actually check on their status after the hurricane hit. Remember, the levee would have broken before anyone could have realistically returned to the area. I honestly think a non-partisaned investigation would be very good in this case. Unfortunately, its already become highly politically charged and a massive blame fest.

The other thing was that you had thousands upon thousands of people in the Superdome and the Convention Center... with no supplies, no one in charge, and no indication of where they should go, if the should go, or what they should do. Adding flooding to the Superdome situation just made it worse.

There is more to say here, but I'm really tired, so I'll save it until I can be coherent.
