As far as my urban legend goes (and I got it from [livejournal.com profile] goldbug), the shoes thing indicates the presence of a drug dealer nearby.

Yeah but most of us brought our own. We didn't need a dealer. Although Boy Scouts are industrious. Maybe someone is setting themselves up in business.
