And it's a bit of an injoke at that; "Torchwood" was the fake production name the BBC used while the 2005 Who was in production to throw off fans, kinda like the whole Blue Harvest thing for "Return of the Jedi" and stuff.

But yeah, I didn't realize the anagram until Quite Some Time, either, and then someone told me the above anecdote which proved to be true, and now I'm just paying it forward or something.
