Originally intended as a Batman Annual, but actually released as a stand-alone in the then-popular "Dark Knight Format". It's (thematically) about how Batman and The Joker each became who they are in One Bad Day, and how a more ordinary person (Commisioner Gordon) might react to a similar One Bad Day. Certainly the first place I ever saw the phrase used emphatically, though my long-range plan of reading Everything In The World remains woefully incomplete...

Hmm. It was repeatedly said with audible caps by the police officers during our little academy thing...(as in, when they usually meet new people: "When they're having One Bad Day.") So perhaps it has been lurking in another community, and the above reference brought it to yours...

My Clever Plan is as follows:
a) perfect personality upload technology
b) perfect techniques for integrating multiple copies of myself
c) acquire enough computing bandwidth to make several billion copies of myself
d) have each of the copies read a book
e) reintegrate all the copies

Admittedly, this plan has some weak points, but I think it makes a good start :-)
