About the only good thing about it:

...the officers conducting the search will primarily use an explosives detection device to scan the bags. If those devices are not available, the teams will use dogs trained to detect bombs, and, as a last resort, manual inspection...

This is much better to hear than manual inspection of all bags.

I find it interesting that many of the responses to my question about idealism earlier were sayings of the, "Don't give up," variety.

Lack of idealism != hopelessness... It's change in what is hoped for.
