juldeaTurns out UPS wasn't at fault for much at all. They delivered my package, they just did so to a very strange place. And they said so on their webpage, I just didn't see it the first few times... This is what was displayed:

See that "REAR DOOR"? I didn't notice it at first. See, this big victorian house has two stairways, a front and a back. The front stairway, connected to the front door, is all that it ever used by the residents of all three floors. As far as I know, none of us even have keys to the back door. Jim and I, on the second floor, have access to the back stair and therefore the back door, but there's no reason to go that way. Unless you think there's a package waiting for you there. ;) I just tromped down there and checked, and sure enough between the screen door and the back door is my little package. Yay!
Now I'll know where to check if a package ever goes missing again. :P
